I agree, if someone gets down to a certain degree they should be banned. They are obviously posting idiotic stuff to have gotten to that level so why not ban?

No, there is a solution.
If someone has that much negative rep, have a few post cited about why they may have been negative repped.
Or check their "rep logs"? and see what post they were negatively repped for.

Have them get a picture uploaded or they get auto banned if they don't comply.
And it's not hard to find post made by them, just view all post by them and look for post that are -rep worthy/rule breaking.

I wasn't exctally saying these people deserve an auto ban. More or less what I was getting at is the people with excessive - rep need to be more or less investigated.

Just make a rank, something like... "Village Idiot", make their name pink, and give them a special rank when their rep goes 100-. If you have 100- rep, and you're too stupid to figure out you're doing something wrong, just go kill yourself.. Seriously. If you have nothing to contribute and nobody likes you, just leave.. Jesus Christ. -200 rep is just out of the question.
