why exactly does the person need 99 hp?

He/She needs 99 hp so that they can live while being attacked by the person who is actually supposed to die. See, the attacker is the one who's gonna die. Because the vengers are casting it on the person with 99 hp while the attacker is attacking him, his high hp and brew should make him live while the attacker with the items dies.
