You don't have to be fast and it doesn't take long. Do one shot just so the rat will attempt to follow you. Then you need to find a spot where you can have the Equipment Stats interface open and still be able to click on said rat. Once you've fire once you can take all the time you need to reopen the interface and fire again.

How I did it BTW:

I started the game in resizeable mode and from there you can click on certain interactive objects and the design interface will disappear for a moment. Another way to make it disappear briefly is by clicking the run "globe" near the minimap.

I can't find any use for it since it only comes up when you login and once it disappears it doesn't pop back again. If you died on tutorial island, thereby tricking the game into thinking you were still in the tutorial, you could probably use it far more effectively. I'm not sure but I think this interface can delay certain actions so it might be possible to combine this interface with the lighting fires glitch to die to the rats. Just a thought.

If you die on Tutorial Island (which I haven't tried yet, still working my way through stalling options) do you respawn on Tutorial Island or in Lumbridge?

The only way I can think of it being useful is the dying on tutorial island so it will always keep reappearing when you're in the main world.
