I was just wondering if you could change the world 2 f2p because i could and i bet a lot of other people could make it.

Yeah, the blue party hat is defiantly a fake. It's ID is 2422, while a real blueparty hat is 1042/1043. Goodluck anyway

There's no such thing as a fake item. It's simply like what the blood runes are atm, a different id but the same exact item with the same exact settings and status as a real blood rune that's why smuggled runes can be sold.
