The Deeper you go, the lower the lvls you can attack.

Go To Mage Arena. You can attck from lvl 3 to 138

You need to be level 20 to PvP

Level 20s can be attacked by a level 30 max

In wildy level 52 the cap increases by 52

30 + 52 = 82

82 is less than 138.

Proven wrong.

i think its strange he got the same stuff that he had in invent, in pvp worlds the loot is replaced with random junk from jagex

You can get a loot from their inventories, or a random loot drop from a crap drop table.
