I am a hacker, and computer expert and I can tell you that this is 100% false based on their IP. Your IP has nothing to do with the game other then telling jagex your connection information.

The reason this so called "advantage" is happening because of your clicking time, it could be just a milisecond off and it would cause a wrong result.
